Paragon is supporting an international oil & gas company in the search for a Projects Services Manager position in Egypt.

This role is to drive delivery of the company’s Joint Venture (JV) projects by providing expert oversight of project controls, scheduling, and financial management, serving as astrategic bridge between stakeholders, ensuring that all project activities remain aligned with approved budgets, rigorous HSE/Quality standards, and optimized execution timelines to safeguard the company’s investments and objectives.

Position Title: Projects Services Manager
Location: Cairo, Egypt
 
Job Purpose 
To lead the end-to-end delivery of assigned projects by ensuring strict adherence to schedules, budgets, and HSE/Quality standards while effectively managing stakeholder relationships and project risks.

Key Responsibilities:
  • Manage the processes and tools needed to perform planning / scheduling, estimating costs and projects control activities within the company’s Joint Venture (JV) Projects.
  • Ensure that the comany objectives and goals are reflected in projects plans and budgets.
  • Monitor and provide feedback on the adherence to the plan via reporting for all scheduling and cost issues.
  • Support execution planning by assuring that projects activities/scopes are identified and scheduled in a logical manner.
  • Coordinate the development of achievable JV Projects budgets.
  • Develop Appropriations and Supplements (as required) and follow up closure of appropriations for completed activities.
  • Confirm that the JV Projects spend is aligned with approved budgets and company deliverables
  • Support the Projects Cost Control Monthly Report by validating projects commitments, VOWD (Value of Work Done) and forecasting final costs
  • Consolidate and issue periodical reports and presentations


Job Factors

Minimum Education 
Bachelor’s Degree in Engineering

The minimum years of experience required 
Minimum 10 years in engineering and project management, with leadership responsibilities, within Oil and Gas

Skills:
  • Project Controls Mastery: proficiency in cost engineering, progress measurement, and scheduling 
  • Financial Acumen: Deep understanding of Value of Work Done (VOWD)accruals, expenditure and budgeting 
  • Estimation & Forecasting: Ability to develop accurate project estimates and provide data-driven cost analysis.
  • Governance & Compliance: Strong knowledge of HSE (Health, Safety, and Environment) and Quality Management Systems.
  • Joint Venture (JV) Navigation: Experience managing requirements and governance structures of multi-partner organization
  • Risk Management: Proficiency in identifying critical path delays and cost overruns early, with the ability to propose viable mitigation strategies.
  • Strategic Planning: Skills in translating high-level business goals into logical, achievable project execution plans
  • Stakeholder Management & Strong communication accrsoss departments, proect end users, consultants, contractors, vendors and service companies
  • Executive Reporting: Excellence in consolidating complex technical data into clear, presentations for managemdent level review
  • Independent prioritization and the interpretation of broad organizational policies to drive project impact.
