Job Purpose
Responsible for overseeing the entire lifecycle of engineering projects, from planning and budget management all the way to execution and completion, including managing multi-disciplinary team who ensure that engineering of capital projects is fit for purpose and meet the Company requirements technical wise, scope wise, budget wise and time wise. This is based on the selected contracting strategy for each minor and/or capital projects
Roles and Responsibilities
- The role ensures projects are executed safely, efficiently, and on schedule while maintaining the highest technical standards in line with international codes and company policy.
- Lead, oversee, manage and define Engineering scope along the entire project life cycle from Concept Evaluation to Execution and handover to operations,
- Demonstrate knowledge and experience within International Oil Companies (IOCs) best practice and engineering management procedures,
- Manage performance using the agreed KPIs for engineering contractor, and reports these as required through the regular meetings.
- Manage the overall learning process, ensuring that lessons learned are captured, validated and communicated through the engineering team
- Defines the engineering organization charts, staffing and personnel roles with engineering discipline departments
- leading and supervising engineering teams, planning and directing projects from start to finish, and overseeing technical design and deliver efficient solutions,
- Providing leadership, technical guidance and direction to Project Engineering Teams,
- Develop and continuously improve the engineering processes and systems to maintain best practice and ensure they meet the needs of the Business,
- Ensures the technical and contractual part of the engineering scope id fulfilled,
- Ensuring engineering activities are executed in accordance with Company procedures,
- Ensuring that engineering cost and progress reporting is completed, and the SPM is informed of all engineering issues,
- Defines provisional manpower histograms and controls the qualification of assigned engineering personnel
- Assuring that designs produced by Project Engineering Teams are compliant with Legislation, Project and Company requirements.
- Developing in, consultation with the Project Manager, the engineering work scope, delivery strategy and plan for projects, in line with the overall Project strategies and plans,
- Advising the Project Manager on engineering risk and support the SPM to devise a plan to mitigate such risks.
- Define, Evaluate and Approve Management of Changes and Engineering Site Queries, Plan and ensure that the required Suitably Qualified and Experienced People are available to complete engineering tasks in support of the Business,
- Promote and uphold the Company Values
- Manage the engineering contractor deliverables, cost, schedule including regular progress review meetings
- Support preparation of requests for proposals (RFPs), bid evaluations, clarifications, negotiations and contract award.
- Manage the interface with the supplier and the installation Contractor at scope level for the completion of assigned packages during the commissioning and start up.
- Liaise internally with Project Department, externally with contractors and suppliers, as well as, with the other Departments as Operations, Finance, Procurement & Supply Chain, Contracts Administration to ensure that Process are followed, procedures are in place and responsibilities are well designed to bring about process efficiencies
- Support department staff in meeting needs for employee training, development and skill gap closure.
- Coach employees in order to build their knowledge and skills.
- Mentor staff to ensure appropriate succession management.
- Motivate employees by encouraging, recognizing and rewarding superior performance.
- Formulate and manage his and his staff personal training plan and development activity.
- Ensure personal, professional and technical competency through continuous professional development.
Job Requirements
- Bachelor’s Degree in an Engineering discipline
- Certificate: MBA, PMP, Master is a required
- Minimum 15 years in project and engineering management, with progressively increasing leadership responsibilities with an (IOCs) international Oil and Gas companies, and multi-cultural proven experience in leadership position is a must
- Operates independently under broad guidelines. Incumbents have broad responsibility for planning, organizing and prioritizing work. Active control by the supervisor is only exercised on longer term goals and policy issues. This is the typical supervision level for middle managers and high-level professionals.
- Duties involve the interpretation and application of organization policy. Work is broad in scope, covers one or more areas and may impact other departments. Independent judgment is required as the incumbent operates with substantial latitude for unreviewed action or decision

- Frequent communication external and internal across departments, particularly with project end users, including Operations, Supply Chain, Finance, Security, Logistics, Marine, constructions.
