Paragon GE is looking for a Finance & Reporting Manager for a position with an E&P company in Egypt.
This is a staff permanent role and will be office based in Cairo.
Candidates must have a minimum 12 year’s oil and gas industry finance and accounting experience, 3 years in a supervisor capacity, recognized professional accounting qualification. Candidates must also have Joint Venture experience and ideally have experience working in Egypt or other MENA countries for an E&P company.

Job Purpose
Develop and implement control & monitoring process between JV and Shareholder office to ensure compliance to the respective Agreements.
Manage the accounting system in Egypt.
Provide full mapping for actuals from JV to Planning & Economics team to feed the performance management cycle.
Lead the full accounting cycle for the shareholder side covering DDA, revenue reporting, excess, payable/receivable and treasury to ensure full financial statements are prepared based on IFRS.
Manage the receivable collection with EGPC as well as lead monitoring cost recovery and government auditing.
Job Responsibilities
Manage the accounting system and lead migration to SAP.
Manage the control process including policies and procedures to ensure compliance with the Concession Agreements.
Regularly review the effectiveness and appropriateness of finance operation policies and procedures and recommend changes when necessary.
Monitor and ensure compliance with financial reporting requirements under the terms of the governing Agreements and Joint Operating agreements on aspects such as budgets, cost recovery and taxation.
Ensure appropriate changes to systems, procedures and working practices for better control and efficiency for each International operations. Manage update of the manual procedures when required.
Maintain regular communication with HQ to ensure alignment.
Manage relation with external auditors and ensure compliance to any findings and implement forward.
Lead the Treasury & AP function, managing cash forecast, monitoring bank balances, payroll management and overview vendor payments.
Ensure safeguarding company’s operation by implementing provisions in the governing Agreements.
Monitor CAPEX & OPEX ensuring appropriate approval controls, accurate tracking of expenditure, identification, and analysis of budget variations, making recommendations as appropriate on how variations should be resolved.
Review all Investment Memos to ensure compliance with DO accounting procedures. Supervise the day-to-day activities of the team to ensure smooth work flow.
Develop Key Performance Indicators (KPIs), goals and objectives for the team.
Ensuring best working practice and process to ensure the team KPIs, goals and objectives are met.
Determine appropriate staffing level to ensure that all management requirements are met.
