Paragon GE is looking for a Projects General Manager for a position with an E&P company in Egypt.

This is a staff permanent role and will be office based in Cairo with visits to site.

Candidates must have a minimum of 15 years’ experience in Projects Engineering, Construction and Management in the Upstream Oil & Gas industry. Candidates must also have experience with offshore brownfield projects and ideally have Joint Venture experience working in Egypt or other MENA countries for an E&P company.

Job Purpose
  • Accountable for the delivery and verification of all projects.
  • Responsible for the safe and successful delivery of projects on time and within budget.
  • Deliver project’s activities according to company standards.
  • Work actively with company Value Assurance Process to ensure a smooth transition across stages up to transition to Operations.
          
Duties, Responsibilities, Performance Standards & Percentage of Time:

Percentage of Time- Duty or Responsibility
40%        Projects Delivery
  • Provide guidance and reporting to all projects.
  • Ensure full integration of all functions required to deliver projects.
  • Manage relationship with external stakeholders.
  • Maintain regular dialogue with Director Engineering, Projects & Integrity to ensure alignment with business strategies.
  • Accountable for delivery of projects to meet the IM promise on safety, cost, schedule and quality.
  • Manage project organizations.
  • Ensure necessary permits and approvals are acquired on time for delivery of the pro-jects.
  • Ensure verification model is applied through stage gate reviews.

20%        Performance & Risk Management
  • Monitor monthly Performance Reporting Dashboards against performance targets.
  • Manage projects performance.
  • Implement the information management requirements (cost estimates and project cost reports).
  • Provide regular reporting of progress and variances.
  • Manage risks in conformance with Risk Management Practice.






15%        Functional Standards
  • Implement company standards for projects delivery.
  • Ensure integration of projects delivery and verification at a project level.
  • Implement a rigorous project governance process, from acceptance to handover.
  • Determine need for additional technical support for projects.
  • Ensure learning is captured into learning plans for projects.

10%        Contractors Management
  • Manage Contractor’s performance to cost, schedule, quality and safety.
  • Provide technical oversight of contractor engineering and processes.
  • Establish control interface requirements with contractors.

10%        Health, Safety and Environment
  • Deliver projects safely, with no harm to people nor damage to the environment.
  • Ensure health, safety and environment issues have been addressed in the projects portfolio through all project life cycle.

5%          Coaching, Training and Mentoring: Actively contribute to the development of staff.
  • Support department staff in meeting needs for employee training, development and skill gap closure.
  • Coach employees in order to build their knowledge and skills.
  • Mentor staff to ensure appropriate succession management.
  • Motivate employees by encouraging, recognizing and rewarding superior performance.

Job Factors        

Minimum Education Level Required
Bachelor's Degree in an Engineering discipline.     

The minimum years of experience required (All qualification listed Must be job related)             
Minimum 15 years’ experience in a related field.              

The amount of supervision required to job holder employee (How and to what extent, is the employee's work checked?)          
Level 3 – General Direction
Operates independently under broad guidelines. Incumbents have broad responsibility for planning, organizing and prioritizing work. Active control by the supervisor is only exercised on long-er term goals and policy issues. This is the typical supervision level for middle managers and high level professionals.

The analytical skill required (What is the complexity or standardization of the tasks which are performed?)
Level 4 – Broad
Duties involve the interpretation and application of organization policy. Work is broad in scope, covers one or more areas and may impact other departments. Independent judgment is re-quired as the incumbent operates with substantial latitude for unreviewed action or decision.




Personal Attributes       
  • The willingness and ability to travel to and from site on a regular basis in order to fulfil the responsibilities of the position.
  • Experience with offshore, brownfield projects and resources in the Oil and Gas industry.
  • Experience in Project Design, Engineering, and Management
  • Strong knowledge of Project Management competencies including project stage-gated processes.
  • Cultural sensitivity and ability to work in a Joint Venture environment.
