Paragon is seeking an experienced and pragmatic Drilling Manager to join our client, an international Oil & Gas Operator in the Republic of Congo.
The position is residential with full family expat status.

JOB PURPOSE & DIMENSIONS
- The purpose of this position is to Head all activities related to drilling delivery (planning and Operations). The incumbent acts as a technical authority in the field of drilling Engineering for both front end engineering and execution of operations and manages all rig(s) start Up activities while ensuring effective collaboration of all key stakeholders.
- He/ she provides guidance and expert judgment to the drilling team. He/she manages the full life cycle activities of the wells.
- He/she participates as technical resource on project planning, design, execution and sub-surface peer reviews.
- He/she Participates as a member of the Wells Management team with joint responsibility for the development of the overall long term drilling strategies, policies, technical, commercial and resource acquisition

Key activities
HSSE:
- To set a clear leadership example and promote a high degree of health, safety and environmental awareness among all stakeholders.
- Accountable for all HSE, Process and personal Safety during operations and all related HSSE aspects of new rig intake activities [Including DROPS, PtW, Goal Zero]
- Set annual HSSE plan for operations team and ensure delivery
- Owner of the drilling sequence – Ensure buy in from all the key stakeholders.
- Execute specifications and standards for HSE critical elements and technical uncertainties inherent in well types, well concepts and technologies.
- Conduct site/workshop visits on a regular basis to promote HS&E issues and demonstrate safety leadership commitment
- Manage the application of the company Well Control Contingency Plans in drilling activities.
- Ensure that all Contractors adhere to and are fully aware of well control policy and procedures.
Management:
- Manage drilling engineering team on rig(s) and office including coaching and mentoring, annual individual performance agreements, mid-year/year-end performance reviews, individual development plans (IDPs) and competency assessments for development and progression.
- Safeguard the Company’s assets and interests (e.g. wells, materials and equipment)
- Fully own, support and implement the company Well Delivery Process, and other processes and controls.
- Ensure team compliance with all legislative requirements, environmental and safety case commitments.
- Own the drilling engineering risk register.
- Own the cost and schedule for rig related activities.
- Manage operations are carried to in compliance with global minimum standards.
Main challenges
- Maintain and control the availability and quality of the services and equipment provided under the Contracts
- Review and endorse all rig-related work programs, including cost elements like AFE’s.
- Develop strategies for key contracts
- Enforce a culture of diligent and proactive management of wells related contracts
Qualifications & Experience
- Engineering degree (BAC+5) or equivalent in petroleum engineering.
- Minimum of 15 years relevant experience in drilling operations in oil and gas Exploration and Production
