Paragon GE is looking for a Site Projects General Manager for a position with an E&P company in Egypt.

This is a staff role and will be on a 28x28 rotation (Expats) or 14x14 rotation (Egyptian Nationals)

Candidates must have a minimum of 10 - 15 years’ experience in Projects Engineering, Construction and Management in the Upstream Oil & Gas industry. Candidates must also have experience with offshore brownfield projects and ideally have Joint Venture experience working in Egypt or other MENA countries for an E&P company.

Job Purpose
  • Lead the Projects teams in to deliver on time and budget a wide variety of Projects.
  • Manage contractor activities and provide support to Operations teams.

Duties, Responsibilities, Performance Standards & Percentage of Time:

Duty or Responsibility
Technical: Projects Execution - Percentage of Time 35%
  • Manage, control and co-ordinate all Projects activities including dealing with all contractors and subcontractors in accordance with JV By-laws.
  • Conduct daily/weekly coordination meetings with all parties involved in the Projects activities to ensure alignment on priorities, appropriate communication of risks and confirm plans for future work.

Performance Management: Provide Technical Support to meet the goals of safety and cost efficiency while meeting Project objectives -         Percentage of Time 30%
  • Assist in the preparation of Projects and Engineering Department work programs and budgets covering the activities to be implemented.
  • Ensure that all Projects activities are completed with due regard to Code of Ethics and that any deviations from same are properly highlighted.
  • Track the right Key Performance Indicators (KPIs) with the Contractor(s) and intervene when adverse trends are identified.

Health, Safety and Environment: Awareness and Execution Support       Percentage of Time 15%
  • Ensure that all JV HSE Standards are rigorously enforced
  • Understand the operational risks in JV and ensure appropriate plans are in place and resources prioritized to assist in addressing them.

Reporting: Prepare reports in support of department activities                Percentage of Time 10%
  • Review department reports for completeness, accuracy and adherence to required standards.


Coaching: Training and Mentoring           Percentage of Time 10%
  • Motivate employees by encouraging, recognizing and rewarding superior performance.
  • Support department staff in meeting needs for employee training, development and skill gap closure.
  • Coach JV employees in order to build their knowledge and skills.

Job Factors        
Minimum Education Level Required
Bachelor’s Degree in an Engineering discipline

The minimum years of experience required (All qualification listed Must be job related)             
10 - 15 years’ experience in Projects Engineering, Construction and Management.

Level 3 – General Direction
Operates independently under broad guidelines. Incumbents have broad responsibility for planning, organizing and prioritizing work. Active control by the supervisor is only exercised on longer term goals and policy issues. This is the typical supervision level for middle managers and high level professionals.

The analytical skill required (What is the complexity or standardization of the tasks which are performed?)
Level 4 – Broad Duties involve the interpretation and application of organization policy. Work is broad in scope, covers one or more areas and may impact other departments. Independent judgment is required as the incumbent operates with substantial latitude for unreviewed action or decision.

Personal attributes
  • The willingness and ability to rotate to and from site in order to fulfil the responsibilities of the position.
  • Experience with offshore, brownfield projects and resources in the oil and gas industry.
  • Experience in projects design, engineering and construction as well as management.
  • Strong knowledge of project management competencies.
  • Cultural sensitivity and ability to work in a Joint Venture environment.
