Paragon GE is looking for a Lead Corporate HSE Risk Engineer for a staff position with an E&P company in the UAE.

Candidates must have a minimum 15 years of relevant experience in a similar field with at 5 years in risk management and evaluation. Candidates must have experience working in HSE roles in an O&G industry, preferably in an upstream organization with offshore operations.

Job Purpose
               
Accountable for providing assurance that HSE Standards and competency are met and that HSE awareness, behaviours and culture are improving through:
  • Providing required subject matter expertise to ensure company HSE Risk Management is effectively implemented and maintained fit for purpose in alignment with industry best practices.
  • Providing required technical support to ensure all functions effectively discharge the tasks associated with input and update of the departmental HSE Risk Registers.
  • Ensuring company develops a pool of capable practitioners to facilitate the HSE Risk Assessments required for operational requirements, at all levels and as defined in the Company RMS procedure.
  • Setting, developing, improving relevant HSE standards, systems and procedures.
  • Supporting the organization in delivering HSE Risk Management related sound advice, guidance, training and awareness sessions.
  • Develop, coach and mentor HSE Staff and trainees (UAE Nationals) in HSE Team
  • Propose Risk-Based Approaches and Strategies to HSEQ Manager


Responsibilities:
Systems development, launching, implementation, analysis and improvement
  • Develop, review, improve, consult and communicate fit for purpose HSE Risk Management Processes, related Standards and Procedures appropriate for the company context.
  • Provide specialized HSE Risk Management/HSE Risk Assessment training to all risk owners and barrier owners and assure risk competency of all involved in particular site personnel and assure full implementation. Provide risk management awareness to the organization.
  • Provide professional advice, coordinate, provide input to the risk owners and barrier owners to deliver quality assessment, proper reporting, adequate monitoring and review requirement.
  • Plan, lead the design, development, coaching, compiling and coordination of the Department/ Director Risk Register and ensure quality and timely management review of all key risks
  • Ensure communication, consultation and participation of all concerned.
  • Support development and compilation of the company HSE Departmental Risk Registers and act as the Company HSE Risk Coordinator on behalf of HSEQ Department Manager.
  • Coordinate as required, with the Business Risk Management team to ensure seamless interface of HSE Risk with Enterprise Risk Management System (ERM).
  • Plan, develop, review, improve, consult and communicate adequate key performance indicators (KPI) especially leading, in line with company objectives, industry and international standards/guidelines and best practices to assure continuous improvement.
  • Keep abreast of latest developments by monitoring applicable legal requirements and relevant best practices. Elevate advice to through hierarchy for best direction in HSE Risk Management implementation to ensure continuous improvement.
  • Ensure HSE Risk Management documentation is aligned with industry standards and best practices.

Field Visibility, training, advising, coaching, audits, etc.
Expected to travel to site spending at least 40% of their time delivering the following:
  • Work closely with Field HSE to identify areas for improvement in HSE Risk Management implementation in terms of compliance and competence.
  • Plan and provide relevant training, coaching, guidance to site personnel and assure competency and awareness of all with overall objective to change behaviours and assure positive HSE Culture
  • Design, plan, organize, lead/participate in HSE Risk themed Audits, to ensure effective implementation of related action items under IMS. 
  • Plan, devise, review, communicate and implement monitoring, measuring, analysis and performance evaluation of all of the above to assure compliance.
  • Lead/participate in accident/incident investigations as required, providing appropriate relevant technical advice to help identify Causal Factors and Root Causes.
  • Plan and conduct ad hoc site tours, intervene and escalate as appropriate, when HSE standards are not met.

15 years of experience; 5 of which in similar position in the oil and gas industry (upstream)
