Paragon GE is looking for an HSE Department Manager for a rotational staff position (35x35) with an E&P company in Kazakhstan.

Candidates must have a minimum 15 years of relevant experience in a similar field with at 8 years in a supervisor capacity in upstream oil and gas industry. Candidates must have experience working in HSE roles in an O&G industry in an upstream organization with offshore operations. Must have strong experience with offshore construction and facilities.

Job Purpose
Plan, direct and manage all aspects of the Health, Safety and Environment (HSE) function in country
  • Determine the most effective approach to maintaining the required standards of HSE compliance in the field.
  • Develop a high level of health, safety and environmental awareness and continuously improve worksite safety culture, ensuring that company operations are executed at all times in such a manner as to ensure the health, safety and welfare of all employees and others who may be affected by its operations.
  • Research, evaluate and transfer to the organization knowledge of HSE operational best practices and to be implemented.
 
Responsibilities

Management:
Supervise and effectively manage the members of the HSE team.
  • Manage, direct and lead the HSE Department.
  • Develop appropriate staffing level to ensure that the health, safety and environmental (HSE) functions are handled effectively and efficiently.
  • Develop department budget, monitor expenditures, maintain cost controls and approve expenditures within own authority.
  • Ensure company HSE Management System (HSEMS) is implemented at the worksites (operating facilities and construction sites) and all company statutory compliance and reporting requirements are addressed.
  • Plan and implement Emergency Response exercise and training for Emergency Response team members.
  • Evaluate effectiveness of the Emergency Response preparedness and recommend improvement of the system.
  • Develop, implement and manage Field HSE Department key performance indicators (KPIs), monitor performance against KPIs; implement and monitor measures to address performance issues.
  • Develop and implement HSE performance standards and KPIs appropriate to ongoing field operational and construction activities; implement and monitor measures to address performance issues.
  • Develop implement and manage worksite systems, processes and procedures to identify record, monitor, report and ensure proper closeout of HSE nonconformance Corrective Actions Requests (CARs) and Corrective Action Plans (CAPs).
  • Develop, implement and manage worksite systems, processes and procedures to identify record, monitor and regularly report on field operations and construction activity incidents and accidents and ensure alignment with company Incident and Accident Management System (IAMS) requirements.
  • Identify major HSE risks that are present in field operations and construction activities and ensure appropriate mitigation measures are devised and implemented. 
  • Ensure that necessary occupational health audits and surveys (hygiene, noise, chemical exposure, etc.) are carried out, review and approve audit and survey findings and recommendations; participate in identifying corrective actions required.

  • Review and approve HSE recommended actions to be taken to maintain continuous and safe hydrocarbon production, having due regard for the activities of any ongoing maintenance, drilling or engineering activities.
  • Ensure all worksite documents, policies and procedures necessary to support periodic ISO 14001 and OHSAS 18001 certification audits are properly managed and maintained.
  • Motivate employees by encouraging, recognizing and rewarding superior performance.
  • Support department staff in meeting needs for employee training, development and skill gap closure.
  • Coach employees in order to build their knowledge and skills.

Control:
Monitoring compliance and addressing problems as they arise.
  • Advise Director –Operations and other concerned parties regarding the impact on the company’s operations of new or changes to existing legislation and regulations.
  • Plan, manage and implement regular HSE inspections and audits of worksites to ensure the safety of people and facilities.
  • Provide local input to changes to current procedures and work practices in the field necessary to ensure compliance with company legal and regulatory obligations.
  • Monitor worksite compliance with the company HSEMS; develop and implement Corrective Action Plans (CARs) in the event of noncompliance.
  • Monitor worksite HSE performance against established KPIs and implement measures to address performance issues.
  • Establish worksite HSE standing instructions, standards, guidelines and quality requirements and perform quality management process.

Support and coordination:
Develop and implement initiatives to improve HSE awareness and HSE performance in field operations and construction activities through proper planning, coordination, implementation and integration of HSE activities.
  • Work with all concerned parties to identify potential incentives and initiatives that could be implemented to help promote HSE awareness and develop a secure, safe and healthy work environment and a positive safety culture at the worksite.
  • Provide local input in HSE matters relating to the design, operation, and maintenance and updating of existing facilities and the design, operation and maintenance of new facilities.
  • Support Projects Department to ensure the highest HSE standards are implemented and maintained.
  • Undertake any ad hoc responsibilities assigned by the Director – HAZ Operations with an aim of obtaining departmental support in carrying out the planning and implementation of HSE initiatives.

Training:
Facilitate or conduct HSE training activities and exercises to improve HSE awareness and HSE performance across the organization.
  • Work with concerned parties to identify worksite training requirements and develop the necessary training to achieve HSE objectives and goals defined by management.
  • Manage department training plan; ensure that all personnel are up to date with their required safety certification and safety training.

Coaching, Training and Mentoring:
Actively contribute to the development of staff.
  • Support department staff in meeting needs for employee training, development and skill gap closure.
  • Coach employees in order to build their knowledge and skills.
  • Mentor staff to ensure appropriate succession management.
  • Motivate employees by encouraging, recognizing and rewarding superior performance.

Requirements
Minimum Education Level Required
Bachelor’s Degree in an Engineering discipline or a professional HSE qualification               
 
The minimum years of experience required (All qualification listed Must be job related)             
15 years relevant experience, 8 years in a supervisor capacity in upstream oil and gas industry organizations including working at operating facilities and on construction projects
