Paragon GE is looking for an HSSE Manager for a fixed term contract with an E&P company in London.

 

The role will be based in London with regular visits to site in Morocco and eventually move to Morocco on a residential or rotational basis once the project goes into construction, which can be discussed. This role has a high potential to go staff.

The ideal candidate will have 10+ years of HSSE experience and would have a good mix of Operations HSSE and Corporate HSSE.

Must have experience of creating HSSE policies and implementing them, overseeing a team of HSSE professionals, and a strong background within Mining or Oil & Gas in Middle East or Africa would be preferable.
 

Ability to speak French or Arabic at an advanced to fluent level is required.

POSITION PURPOSE:

Manage HSSE activities of the Company in the various branches and local companies through which Company operates in the Country of reference by the coordination of local resources or with a direct personal involvement. Responsible for monitoring and following up HSSE procedures in compliance with Corporate guidelines and applicable legislation and keeps the operational/ functional management appraised of safety and environmental matters.

 

KEY RESPONSIBILITIES/ ACTIVITIES:

 

  • Direct and leads the preparation/ review of documents related to HSE such as HSSE procedures and plans…etc. as deemed necessary in coordination with other parties and in compliance with Corporate guidelines and applicable legislation.

  • Conduct hazard and risk assessments and change existing or develop new recommendations from these assessments.

  • Assure the definition, implementation and application of the company’s internal best practices, procedures, and standards for the environment protection.

  • Responsible for the development of in country HSSE annual budget recommendations and implementation to be proposed to management.

  • Provide regular written reports, as well as other project/production related HSE statistics.

  • Responsible together with the asset/project manager and the Country Manager in investigation of all incidents (Recordable Incidents, Near Miss and First Aid) to determine root and prevent reoccurrence ensuring proper records are completed and submitted. Liaise with the Corporate HSE Manager for the validation of the Incident Investigation process carried out. Responsible in implementation of corrective actions as it relates to the incident and ensure “lessons learned” are communicated throughout the Company.

  • Serve as the Company expert within the field of HSSE when called upon to address regulatory agency compliance issues, third party safety & liability consultants and subcontractor representatives.

  • Continually maintain an appropriate level of awareness, knowledge and preparedness across the Company and subsidiaries to create a culture that prioritizes effective HSE.

  • Devise, supervise, and coordinate training programs to increase proficiency in safe practices and promote HSE consciousness.

  • Participates in the Contractor/ Vendor HSSE Pre-Qualification and technical evaluations during the process of contract renewal or establishment of new contract.

  • Participates in the reviews of all activities related to new projects and plant modifications such as HAZOPs, HAZIDs, PHSER and COMAH.

  • Plan, conduct and leads regular health safety environment and housekeeping inspections, HSE tours and audits either individually or with management at the operation facilities, buildings, plants.

  • Assure the consolidation of the flow of information to the Moroccan Public Administration, especially to the ONHYM and those in charge of the Environment Impact Evaluation.

  • Assure the proper preparation of the documentation requested by the relevant authorities for the application for new Permits, concessions, drilling, and production projects of the company.

  • Support and provide guidance to the management and lead the preparation and implementation of the HSE plan and provide consultations for the development, implementation HSE plans of other departments.

  • Verify that all requirements identified by the Project/Country Emergency Response Plan and the Security Plan & Evacuation Procedure are effectively in place and that all personnel potentially involved are familiar with the contents of these documents. Set up and monitor the implementation of an Emergency Drill Schedule.

  • Provide assistance to Contractor / Vendor in terms of interpretation or clarification of Company HSE programs/ procedures or provide guidance on how to comply with such programs, policies, and procedures.

  • Supports management in the implementation of Emergency Response Procedures, Safety Management system and HSSE safety incentive schemes.

  • Coordinates and attends HSSE related meetings to discuss all relevant issues pertaining to Health, safety, loss prevention, environmental protection, and security matters.

  • Directs, Controls, Supervises, and assists the management in promoting road safety in the assigned area.

  • Provides advice to contract administrators on the management of contracts' compliance with HSE policies, procedures, plans including Road safety plan and journey management system.

  • Align local and corporate initiatives & contribute proactively to the work and improvement of the functional HSE group as a whole. Coordinate the consultants who can be employed based on company needs providing HSSE additional experience.

  • Other duties as required from time to time.

QUALIFICATIONS AND EXPERIENCE:

Formal Qualifications:

  • Recognised HSSE qualification

  • Required Experience/ Knowledge:

  • 10 years’ experience in the Oil and Gas Industry

  • 3+ years’ experience in managerial position
